Objective: This workshop will provide the latest qualitative analysis on the related issues of the management of coastal security in the Indian context. The workshop examines the challenges of coastal surveillance and security in peninsular India. It will also expose participants to the nature of threat dimensions in the present day context with particular reference to asymmetric threats.
The role of air elements of the Navy, the Coast Guard and the Air Force in providing surveillance and response mechanisms will also be examined. The ‘means and methods’ of coastal air surveillance will be subjected to critical scrutiny by group discussions with a view to arriving at solutions for consideration by potential military planners. It provides an opportunity to the participants to examine existing templates and create new ones for tackling contingencies.
The implementation and relevance of new regimes such as the ISPS, CSI, PSI, MSO, RMSI and their impact on management of coastal security in general and in the Indian scenario in particular will be analysed and discussed.

RS Vasan is a retired Commodore and has a distinguished career of over 34 years with both the Navy and the Coast Guard. His naval aviation appointments include command of a Maritime Reconnaissance squadron and two air stations. While on the faculty of the College of Naval Warfare, he was involved in training senior level officers of all the three services. Having been the Coast Guard Regional Commander for over three years, he has deep insight in aspects of coastal management and surveillance. Presently he is steering the Maritime Security Programme at Observer Research Foundation www.orfonline.org, a major Indian think tank

Successful Investment Strategies In The Indian Defence Industrial Base

Objective: Following recent changes in the manner and methodology of defence acquisition announced by the Defence Minister, Shri Pranab Mukherjee in August 2006, India now offers far greater strategic business opportunities and a more level playing field to international and Indian defence contractors. This workshop will help introduce DPP 06 and offset Policy and its current progress.
With a spate of high-value purchases imminent, India is fine-tuning a revised and up-to-date policy of offsets, so that its industrial base and economy can benefit from the vast sums that it is expected to pay for new platforms, systems and integrated solutions for its continually modernising military. The offsets are controlled by the DOFA that facilitates and clarifies issues in MOD.

Objective: To describe, discuss and inform participants on the foundation technologies that support the Information Age and NCW operations. It will use current and future operational examples to set the stage when discussing NCW.
Hear about the dual impact and availability of Web 2 technologies and their uses in industry and the military and their uses by “Digital Natives”, the emerging young population of the Information Age.
These technologies include Internet Protocol (IP), Storage, Portals, Web Services and Communications. Using real world examples, observations and lessons from case studies, this workshop will allow you to break through the barriers to NCW implementation.

Fred Stein, a retired Colonel of the U.S. Army, joined the MITRE Corp. in April 1998. He is currently the Senior Engineer for Network Centric Warfare. His position and location at Ft Hood, TX, within the Central Test and Support Facility provides him the opportunity to interface directly with the Army as it digitizes its force and moves toward the Future Combat Systems. He also serves as a member of the Swedish National Advisor Board on Network-Based Defense, advisor to the Office of Secretary of Defense, Office of Force Transformation and Assistant Professor of Information Warfare/Network Centric Warfare at the Army War College.
Mr. Stein received a BS in Industrial Management from Georgia Technical Institute, and an MS in Operations Research (Business) from Boston University. Among his accomplishments is the book Network Centric Warfare, which he co-authored with two colleagues.
